Clothing grant and free school meal 2020 / 2021
How do I get a clothing grant and free school meals?
If your child or children received a clothing grant for the 2019/2020 academic year, AND you are currently receiving the free meal grant, you need do nothing more as Inverclyde Council has made the decision to carry your entitlement forward. This means that, for the 2020/2021 academic year only, you will not be required to submit a new application. Clothing Grant payments will automatically be made into the account the free meal grant is currently being paid into.
What if I have a child/children starting Primary 1 in August 2020?
If you have a child/children starting Primary 1 in August 2020 and you already have a child/children in receipt of the clothing grant, you need only apply for the Primary 1 child/children using the enclosed application form.
If you have a child/children starting Primary 1 in August 2020 but do not have a child/children who received the clothing grant during the previous academic year and you think you may qualify, please complete an application form and return together with the supporting evidence of your qualifying benefit.
What if I did not receive a clothing grant during the previous year for any of my children?
If you did not receive a clothing grant during the previous year for any of your children and you think you may now qualify, please complete an application and return together with the supporting evidence.
Do I automatically receive a clothing grant if my child is in Primary 1 – Primary 4?
If your child is in Primary 1 - Primary 4 you will not automatically qualify for the clothing grant. If you did not receive a clothing grant last session, you will be required to submit an application together with the supporting evidence before being considered for the clothing grant.
What if I am unsure if I still qualify?
Please e-mail the Customer Service Centre at email@example.com or phone on 01475 712893 as soon as possible if you are unsure if you still qualify as you may be asked to pay back any money that is overpaid to you.
What is the qualifying criteria for new applicants?
To make a new application for clothing grant and free school meals your child/children must attend a school managed by Inverclyde Council. In addition, you should be in receipt of one of the qualifying benefits:-
- Income Support (IS)
- Income Based Job Seekers Allowance (JSA)
- Income related Employment and Support Allowance (ESA)
- Child Tax Credit, but not Working Tax Credit and have an income of less than £16,105 in 2020/2021 as assessed by HMRC
- Parent is in receipt of Working Tax Credit and/or Child Tax Credit with annual gross earnings of no more than £11,665
- Universal Credit, where your take home pay does not exceed £951, as shown on your most recent monthly Universal Credit statement
- An asylum seeker, receiving support under Part VI of the Immigration and Asylum Seekers Act 1999
- You look after a child/children as part of a FORMAL Kinship Care agreement, registered by Social Work Services.

When will I receive my clothing grant?
If you received the clothing grant last year AND you are currently receiving the free meal grant you can expect the payment to be in your bank account by early August for the child/children we have on the system from the previous year’s application. Clothing grant for Primary 1 children will be paid within 21 days of you providing us with a completed application form and the relevant supporting evidence.
If you did not receive a clothing grant last year and are submitting a new application, you will receive payment within 21 days of you providing us with a completed application form and the relevant supporting evidence.
If your child is entering S5, and has reached the school leaving age or is returning to S6 of high school, payment will not be released until we have received confirmation from the school that your child has returned to study, following the summer holiday break. This will mean that the school term will have started before you receive the clothing grant payment.
Please note we can only pay clothing grants into a bank account that is capable of accepting BACS payments. We are unable to make payments to a post office account, nor are we able to make payments by cheque.
What is the value of the clothing grant?
This year the clothing grant award has been set at £145 per child.
How do I submit an application and the supporting evidence?
Due to the risks associated with Covid 19, our preferred method of submission is by email to the Customer Service Centre at this address:- firstname.lastname@example.org.
Whilst we would prefer scanned copies of the original documents, screenshots will be accepted if you do not have access to a scanner. Please ensure you supply ALL pages of the documentation being submitted.
Alternatively you may wish to drop the application and supporting evidence off by hand to the postal drop box at Inverclyde Council, Municipal Buildings. This can be found within the Carriageway of the main glass fronted building. You should enter through the Clyde Square entrance. On the left hand side of the Carriageway is a red door with an arrow indicating where the mail should be placed.
If you are unable to submit the application by either of these methods, please submit by post to:- Customer Service Centre, Clyde Square, Greenock PA15 1LY. Original documentation will be returned using an appropriate postal method. However, please be aware that Inverclyde Council will not be responsible for applications and/or information lost in the postal system.
When can I apply?
You can apply now. The last submission date that a clothing grant application will normally be accepted, is 31st May 2021. However, this may change if restrictions remain in place as a result of Covid 19.
What if my circumstances change?
You should notify Education Services as soon as possible as you may be asked to pay back any money that is overpaid to you.
What if I need to change my bank details before I receive the clothing grant?
If you need to make a change to your bank details before the planned date of the payment, we will require an email, with the new information to be sent to EMA.HO@inverclyde.gov.uk no later than 10th July 2020. Any changes submitted after this date may mean this payment will be delayed.

*If you are entitled to a clothing grant and free school meals, you may also be eligible for a transport grant under the following circumstances:-
Your child is in primary school and they live over one mile from their catchment school, free transport is provided.
For pupils who live more than two miles from their catchment secondary school, free transport is provided.
