Proposed disposal of land at and around Craigend Resource Centre, McLeod Street, Greenock.

Inverclyde Council is proposing to dispose of land at and around the Craigend Resource Centre, McLeod Street, Greenock, and is seeking the views of the community on the proposal.

Craigend Resource Centre, who currently lease the community facility at this location, wish to construct a new facility on this site. The proposed disposal may be either by transfer of ownership or the grant of a lease, and is to allow them to proceed with this project. As the proposed disposal includes open space land, the Council has published notice of the intended disposal in a local newspaper in terms of the Town and Country Planning (Scotland) Act 1959 S.27 (2A) (as amended), and is keen to hear the views of the community on the proposal.

The current facility is no longer fit for purpose as the present layout cannot meet the demands of the local community. The new facility will provide the space and flexibility to cater for present and future service provision. During construction of the new facility the old community centre will continue to operate, only closing when the new facility is complete, or near to completion.

Craigend Resource Centre have submitted an application for planning permission for this project, which contains further detail on their proposals. Documents in relation to this application can be donwnloaded from the link to the planning application shown in the links section of this page. Representations may separately be made as part of the planning process, and anyone wishing to do so should contact the Development Management Team in the Regeneration and Planning Service. Please note that representations made to the Regeneration and Planning Service regarding the planning application and representations made to Legal and Property Services regarding the proposed disposal described on this page, will be treated entirely separately.

Whilst the amount of land to be transferred or leased has to yet to be finalised, the proposed location of the new building is shown hatched red on the plan which can be downloaded from the link in the documents section of this page.

As part of the project it is proposed that the present car park will be extended to provide approx. 20 car parking spaces. The proposed location for the car park is shown shaded blue on the plan which can be downloaded from the link in the documents section of this page. Any car park formed may also be transferred or leased as part of the proposal. This car park will be for public use as well as servicing the new community centre.

As part of the project it is also proposed that the play area will be relocated elsewhere within the development, possibly on the site of the current pavilion or possibly to current open space land. Once the new facility is completed, the surrounding land will be landscaped providing an improved open space for public use. 

The extent of the land to be transferred or leased, the location and extent of both the new building and car park forming part of the project, and the location to which the play area will be moved have not been finalised and may change as the project is developed.

Objections and representations to the proposed disposal should be made by no later than 4.00 pm on Monday 21 October 2019 and should state the grounds on which they are made.  Any representations or comments received, together with the details (including name and address) of the party or parties making such representations or comments, will appear in a publically available report to the Council’s Environment and Regeneration Committee.
